Speed cameras across Baltimore are issuing fewer tickets. Is that a bad thing?
Baltimore's 150+ speed cameras issued fewer citations in 2025, with $15 million in fines through July — a 30% drop since 2021. Crashes also declined by the same amount, indicating improved driver behavior. Professor Kaan Ozbay, director of the C2SMART research center, found speed cameras triggered a 14% crash decrease in NYC. "Every crash, every accident, has an economic cost associated with it, so compared to that cost, the price of a [speeding] ticket is very low," Ozbay said.
