​This event, hosted by the Assistant Professor Yuki Miura and her Climate, Energy, and Risk Analytics (CERA) Lab at NYU Tandon, brings together researchers and leaders from city government, urban infrastructure planning, and finance to discuss how climate-risk models can better support real-world resilience decisions.

About the Speakers

​Jessica Colon is a climate justice and public policy leader with more than two decades of experience advancing institutional change and equitable outcomes in government. She serves as Director of Policy and Planning for NYC’s Department of Environmental Protection Bureau of Coastal Resilience, leading long-term, citywide coastal resilience planning. Previously, Jessica spent over a decade at the NYC Mayor’s Office of Climate and Environmental Justice, leading complex coastal infrastructure and community-centered resilience initiatives. A Brooklyn native and product of NYC public schools, she holds degrees from Princeton University and Seton Hall University.

​Yuki Miura is an assistant professor at the Department of Mechanical and Aerospace Engineering and the Center for Urban Science and Progress at NYU. She is also a faculty advisory board member at the Volatility and Risk Institute at NYU Stern School of Business. She is a member of New York City Panel on Climate Change (NPCC5). Previously, she worked at Morgan Stanley in climate risk management and quantitative strategy.

Her research is at the intersection of engineering, climate science, finance, and social sciences. She develops data-driven strategies to mitigate natural hazards and build resilient cities. By coupling advanced modeling with in-depth understanding of socioeconomic factors, she provides actionable solutions for both public and private institutions. She has collaborated with the National Center of Atmospheric Research and the governments of New York State/City. Her work has been recognized through publications in leading journals and featured in The New Yorker and The New York Times.

​Raghuveer Vinukollu is the Head of Climate Insights and Advisory at Munich Reinsurance America, Inc., based in Princeton, New Jersey. He leads initiatives focused on developing sustainable insurance solutions that enhance resilience against climate-related risks, protecting property owners, businesses, and communities while promoting the preservation of natural systems.

​Raghuveer holds a Ph.D. in land surface hydrology from Princeton University and is widely recognized for his expertise in flood risk and the evolving climate risk landscape. He is a strong advocate for climate adaptation and resilience, with a particular emphasis on the role of insurance and public–private partnerships in enabling long-term, systemic solutions. His work has been featured in studies including “Re|imagining Resilience in a Post-Pandemic World” and “Nature’s Remedy: Improving Flood Resilience through Community Insurance and Nature-Based Mitigation.” He also contributed to the Aspen Institute’s National Water Strategy, highlighting the role of insurance in equipping communities to adapt to rising chronic and acute water-related risks.

​Raghuveer serves on the State of California Climate Insurance Working Group, is a board member for two non-profits: Helvetas USA and OpenRes , and is an Editorial Board member of Nature Climate Action.
