Reducing the Nation's Cyber Risk: White House Insights on the President's Critical Infrastructure Framework

President Obama's Cyber Security Executive Order 13636 calls for an intensive effort to adopt a common national Framework aimed at reducing the cyber risk to our country's critical infrastructure. This event, featuring the White House Director of Critical Infrastructure Cybersecurity, Samara Moore, together with a panel of senior Administration officials, explores the wide-ranging impact the President's new policy will have on US industry. The White House Director will address the implications of the new Cybersecurity Framework on nearly all industries. Speakers provide insight on the proposed Framework on such critical infrastructure sectors as energy, finance, healthcare, communications, transportation, water, chemicals, IT, defense, manufacturing, and nuclear, among others. Director for Cybersecurity Critical Infrastructure Protection
White House National Security Staff

As part of the White House National Security Staff, Samara Moore, Director for Cybersecurity Critical Infrastructure Protection, coordinates activities across the Federal Government, partnering with the private sector in efforts to strengthen cybersecurity for our nation's critical infrastructure sectors. Prior to joining the National Security Staff, Moore was Senior Information Technology and Cybersecurity Advisor in the Department of Energy, focusing on energy sector cyber security and managing public-private partnerships. At the DOE, she played a key role in IT and cybersecurity governance, where she led the formation of the Electricity Sector Cybersecurity Capability Maturity Model, now followed domestically and internationally. Before joining the DOE, Moore was Director of the Office of Management and Data Systems in the Occupational Safety and Health Administration as well as Deloitte Enterprise Risk Services. Earlier, as a consultant, systems engineer, and IT manager, she performed security assessments, managed security operations and security planning for government agencies and private industry. Moore earned her Bachelor's from Virginia Tech in Accounting and Information Systems and her Master's in Engineering Management Systems Engineering from the George Washington University where she is currently an adjunct professor.

Bob Kolasky

Director, Strategy and Policy

US Department of Homeland Security

Bob Kolasky is the Director of Strategy and Policy for the US Department of Homeland Security Office of Infrastructure Protection, where he leads strategic critical infrastructure initiatives. Previously, he served as the Director of the Integrated Task Force for implementation of EO 13636 on Cyber Security for Critical Infrastructure and Presidential Policy Directive 21 Implementation. He is an accomplished strategist, planner, organizational leader, author and analyst, focusing on solutions to public problems. Earlier, he was Assistant Director for Risk Governance and Support in the Office of Risk Management Analysis. He also led the first Strategic National Risk Assessment, in partnership with FEMA. Kolasky served as Managing Editor of and Director of Content at His undergraduate degree is from Dartmouth and his Master's of Public Policy from the Harvard Kennedy School, where he concentrated on Business and Government Policy and Microeconomics.


Jon Boyens

Senior Advisor, Information Security, Information Technology Laboratory

US Department of Commerce

Jon Boyens is a Senior Advisor for Information Security in the Information Technology Laboratory, within the Department of Commerce's National Institute of Standards and Technology (NIST). He leads NIST's Information and Communications Technology Supply Chain Risk Management Program and works on policy and technical projects. Boyens helps develop and coordinate the Department's cybersecurity policy among the Department's bureaus. He represents the Department in the Administration's interagency cybersecurity policy process. He has worked on various White House-led initiatives, including those on trusted identities, botnets, supply chain and, most recently, the Cybersecurity Executive Order and related work on Cybersecurity Incentives and the Cybersecurity Framework.


Manny Cancel

Vice President, Information Resources

Manny Cancel is Vice President of Information Resources at ConEdison, operator of one of the world's largest, most complex, yet most reliable energy-delivery systems in the world's most dynamic marketplace. Before his appointment as Vice President, he held numerous other positions of increasing responsibility in auditing, operations and information technology. At ConEd, Cancel is responsible for all aspects of information technology planning, application development and deployment, as well as cyber security. Cancel, who has led numerous technology initiatives at the company, helped develop and enhance the company's current cyber security programs. He holds a BBA in Management Information Systems from Baruch College and is completing his MBA at Cornell's Johnson School.


Chris Boyer

Assistant Vice President - Global Public Policy

Chris Boyer serves as Assistant Vice President-Global Public Policy at AT&T Services Inc. Focusing on cyber security, he is responsible for developing and coordinating the company's public policy positions governing emerging services and technology. Boyer participates in a wide range of legislative, regulatory and policy proceedings, representing AT&T before stakeholders at Federal and state levels as well as international forums. Boyer serves as AT&T's representative on the Board of the National Cyber Security Alliance, a public-private partnership promoting cyber security awareness for home users, small- and medium-size businesses, and K-12 education. A member of the National Institute of Standards and Technology (NIST) Internet Security and Privacy Advisory Board, he serves as Co-chair of the Cybersecurity Policy Committee of the Communications Sector Coordinating Council (CSCC) and as Co-chair of the Public Policy Committee of the Messaging Anti-Abuse Working Group (M3AAWG). At AT&T, Boyer has held various positions in corporate public policy, network planning and engineering, product marketing and network services, including extensive experience working on U-verse, broadband, VoIP and IPTV. He earned his Bachelor's in Business Administration from the University of Kansas and his MBA from the University of Houston.

Katepalli Sreenivasan

Dean, NYU Tandon School of Engineering
Katepalli Sreenivasan, noted physicist, engineer, and champion of humanitarian causes, is Dean of the NYU Tandon School of Engineering and University Professor at New York University, where he also serves as Executive Vice Provost for Science and Technology. Before coming to NYU, he was Director of the International Centre for Theoretical Physics in Trieste. Earlier, he taught at the University of Maryland and Yale. Elected to both the US National Academy of Sciences and Engineering and to the American Academy of Arts and Sciences, he is also a member of the Indian and African Academy of Sciences as well as the Academy of Sciences for the Developing World (TWAS). Dean Sreenivasan is recipient of numerous honors, including a Guggenheim Fellowship, Otto Laporte Memorial Award of the American Physical Society, TWAS Medal Lecture in Engineering Science, Distinguished Alumnus Award and Centennial Professorship of the Indian Institute of Science, Sir C.V. Raman Visiting Professorship of the Indian Academy of Sciences, as well as others from Italy, Brazil, India, UNESCO and elsewhere.

Paul L. Joskow is president of the Alfred P. Sloan Foundation. Prior to joining Sloan, he was Elizabeth and James Killian Professor of Economics and Management at MIT (now Emeritus) and Director of MIT's Center for Energy and Environmental Policy Research. Earlier, he was Head of MIT's Department of Economics. Dr. Joskow's teaching and research has focused on industrial organization, energy and environmental economics, competition policy, and government regulation of industry. The author of six books and more than 125 scholarly articles, Joskow has served as advisor or consultant to many organizations, including the National Science Foundation, Organization for Economic Cooperation and Development, U.S. Environmental Protection Agency and the World Bank. Board member at Exelon Corporation, an independent Trustee of Putnam Mutual Funds, Trustee of Yale University and a member of the Board of Overseers of Boston Symphony Orchestra, Joskow previously served on numerous other boards, including TransCanada, National Grid, New England Electric System, State Farm Indemnity Company and Whitehead Institute of Biomedical Research. A Distinguished Fellow of the American Economic Association and Fellow of the Econometric Society, American Academy of Arts and Sciences, and Industrial Organization Society, he chairs the National Academies' Board on Science, Technology and Economic Policy (STEP) and is a member of the Council on Foreign Relations. Joskow received his BA from Cornell University and PhD in Economics from Yale.

Nasir Memon

Head of the Department of Computer Science and Engineering and Director of the Information Systems and Internet Security (ISIS) Laboratory at the NYU Tandon School of Engineering
Nasir Memon is Head of the Department of Computer Science and Engineering and Director of the Information Systems and Internet Security (ISIS) laboratory at the NYU Tandon School of Engineering. A founding member of the Center for Interdisciplinary Studies in Security and Privacy (CRISSP), a collaborative initiative of several NYU schools, including Steinhardt, Wagner, Stern and Courant, Prof. Memon's research covers digital forensics, data compression, and multimedia computing and security. He has published more than 250 articles in journals and conference proceedings and holds a dozen patents in image compression and security. Recipient of several awards, including best paper awards and the NYU Engineering Jacobs Excellence in Education Award, Memon has served on the editorial boards of several scholarly journals and was Editor-in-Chief of Transactions on Information Security and Forensics. A Fellow of IEEE and a Distinguished Lecturer of IEEE Signal Processing Society, Memon is co-founder of Digital Assembly and Vivic Networks, two early-stage start-ups housed at NYU Engineering's business incubators.



Michael Coden

Vice President
Michael Coden is Vice President of NextNine Inc., where he has been instrumental in designing NextNine's suite of cybersecurity software products for critical infrastructure organizations with multiple locations. Coden has been involved in the Cybersecurity Framework process, and also serves as Vice President for the New York Section of the International Society of Automation. He began his career at HP, DEC, Maher Terminals and Exxon. Afterwards, he was founder and CEO of Codenoll, eventually purchased by ADC Telecommunications, and where he remained as Vice President of Marketing and CTO for Digital Broadband Communications. Later, he founded Magjic LLC and consulted for several high-technology companies and venture-capital firms. Coden is the author of 16 patents on fiber optic devices, secure network equipment and secure data protocols. He is also the author of numerous scholarly contributions and The Fiber Optic LAN Handbook (Codenoll Press, 1993). Recipient of several industry awards, an (ISC)² Certified Information Systems Security Professional (CISSP), Coden earned his Bachelor's in Electrical Engineering at MIT, his Master's in Business from Columbia as well as a second Master's in Mathematics from NYU's Courant Institute of Mathematical Sciences.
